  "Nationwide over the past five years, sales have increased significantly at outlet stores that deal exclusively in reduced-price merchandise. Therefore, we should publicize the new mall that we are building at Pleasantville as a central location for outlet shopping and rent store space only to outlet companies. By taking advantage of the success of outlet stores, this plan should help ensure full occupancy of the mall and enable us to recover quickly the costs of building the mall."

  The conclusion that the landlord will be able to achieve full occupancy of the new mall and a quick breakeven of building costs by renting only to outlet stores lacks evidence and is unsubstantiated. The author attempts to use outlet stores' significantly increased sales in general as evidence to support the proposal, while ignoring several important factors that may undermine the plan.

  To start with, the author's claim that outlet stores have achieved success in the past five years is questionable. Although sales from outlet stores have increased significantly in the past, there is no evidence that suggests profitability has been moving at the same direction, as the argument does not mention whether there has been any change to the expenses from operating an outlet store. In other words, the author confuses increased sales with higher profitability, which would have been a strong piece of evidence to support the conclusion.

  Secondly, the argument only focuses on outlet stores and fails to examine other types of businesses that may be suitable tenets as well. Even if outlet stores did achieve excellent profitability in the past five years, making them desirable tenets, there is no evidence to suggest that such success can be sustained, and there may be other types of stores that have done well. As all businesses are subject to the impact of changing economic conditions, if the mall is fully occupied by a single type of business, in this case outlets, the negative impact on occupancy will be augmented if the economic condition becomes especially unfavorable to outlet stores. Therefore the proposal to rent only to outlets instead of to a diverse range of business tenets increases the economic risk for the landlord and undermines the objective to achieve full occupancy in the long run.

  In general, the conclusion that a quick recovery of building costs and a fully rented mall can be achieved by renting exclusively to outlet stores is not supported by enough evidence, and the plan itself is ill-advised and increases the risk of rent income under difficult economic conditions.
