本题提出了一个社会问题，即“大城市的交通问题越来越坏”。与前几类题目不同，考生现在不需要针对这一话题发表支持或反对的意见，而要以一个中立者的身份，既要论证交通问题出现的原因，又要提出自己的解决方案。
1. 例题范文与解析
Traffic is an issue that draws much attention from the public. As a concerned citizen who keeps updated about it, I will attempt to explain the underlying reasons before giving my solutions to the problems.
作者首先指出“交通”这一话题的重要性，继而概括自己文章的内容，即解释交通问题 原因和提供解决方案。这算是中规中矩的开头。
An obvious reason is the increase of car-ownership. As the economy is developing, more and more people can afford personal automobiles, which contribute to the crowdedness of traffic as well as to the sales of cars. As the speed of buying cars always outruns the speed of building new roads, the traffic is certain to be affected from time to time.
Another possible reason lies in the poor design of traffic system. Some cities，traffic system was designed many years ago when designers had less scientific method and prediction of the future situation in mind. As a result, when encountering a certain road completely paralyzed by thousands of vehicles while another nearby street only has sporadic traffic, they often find no room for correction and improvement.
An often overlooked factor turns out to be the drivers. I have to point out that for certain reasons, some ill-mannered drivers are not very respectful of the traffic regulations. It is often them, rather than the general body of drivers, that cause traffic jams and even fatal accidents，as we frequently read reports about drunken drivers claiming several lives.
作者选择详写原因而略写建议。他提出了 “汽车拥有量”、“道路设计不当”以及“不守交通规则的司机”三个原因，并分别利用一段论述。在“汽车拥有量”一段，作者强调了买车的速度超过了修路的速度，因此交通一定会受影响。作者接着批评城市中的道路设计不科学，设计时也没有考虑以后的情况，这样就造成了不同地区车流童相差很大，也无法疏导的情况。在客观原因之外，作者也不忘提及驾驶者这一主观因素，认为不合格的驾驶者加剧了交通问题。
作者也可以略写原因而详写建议。这就需要用简练的语言(常常是一个段落)概括多方 面的原因，而把重点放在后面。
With the reasons leading to traffic problems clear, I suggest the following strategies be adopted immediately so as to avoid more serious consequences. Firstly, private car ownership must be limited to the minimum; secondly, the municipal government should work on the design of the traffic routes; lastly, the driving schools need to better educate their students and make sure all drivers are respectful of the traffic rules as well as they are of their own life.
结尾段用来提供解决方案。作者首先用一个过渡句总结上文(“With the reasons leading to...”)，然后分三个方面提出建议，每个建议分别对应前文提到的一个原因，每个建议只写一句话，简洁而具有针对性。
如果作者要详写建议，就要每个建议分别展开论述，并提供支持性的例子。
与之前提到的观点比较类、支持反对类与独立观点类不同，本类题型的结尾段一般没有 必要总结全文。
