托福阅读材料:坏老师对教育的影响

  We all know the difference a good teacher can make(对学生的影响) in the life of a child. But what do you do with the bad ones?

  If you’re the city’s Department of Education you keep her teaching first-graders despite six consecutive(连续的) “unsatisfactory” ratings.

  As The Post’s Susan Edelman and Amber Jamieson reported this weekend that’s just what the city’s been doing with Ann Legra of PS 173 in Washington Heights.

  Legra’s case underscores(强调,突出) the fundamental problem Gov. Cuomo is getting at when he complains of a monopoly(垄断) that has become a “teacher-employment program” — instead of a school system where city kids can get the education and skills they need to compete in the 21st century.

  Because of work-protection rules it can take more than two years and cost taxpayers well over $300000 just to get rid of one bad teacher.

  In Legra’s case she’s been able to hang on to(紧紧抓住) her job because she was supported by a hearing officer(听证官) who took the side of the teacher instead of the kids.

  Even though Legra was chronically(有长期地和严重地两个意思) late to class and unable to control her students hearing officer Eugene Ginsberg refused to declare her unfit(无能力,不适合). Instead he blamed Legra’s problems on a lack of “coaching” and suspended(停职) her without pay for 45 days.

  Imagine if we took this approach with other professions(职业). E.g. a building inspector(检查员) who passed unsound(in poor condition) buildings — or an electrician who regularly OK’d(这里把OK作动词用了) bad wiring(线路).

  We would never tolerate(容忍) incompetence(不称职) here because we are not willing to accept the risks and costs to the buildings.

  But when it comes to a teacher whose failure robs(rob sb. of sth. 剥夺某人某物) grade-schoolers of their right to a decent(像样的,可接受的; 修饰人的时候通常表示体面的,文雅的) education this we accept?
