Environmental issues are a longstanding topic. But recently, some people, especially environmentalists, have started to complain that environmental situations haven’t been improved despite special attention from so many countries. As far as I am concerned, I cannot agree more with these people. This should attribute to the following reasons:
First of all, cooperation on environmental protection is inadequate both domestically and internationally. Take international cooperation on environmental issues as an example. Leaders of different countries get together to address environmental issues, but in most cases, the result is that no consensus can be reached. A typical example is the United Nations Climate Change Conference in 2009 (COP15), in which the ultimate aim was to make the 192 countries present to sign the Copenhagen Accord. However, at last, this agreement was not passed unanimously, let alone the implementation of related measures and penalties exerted on those parties who failed to execute it.
In addition, even if some agreement is reached on environmental issues, implementation measures seldom follow. This is largely because many agreements do not contain any legally binding commitments. For instance, the government once promulgated laws to prohibit the use of ultra-thin plastic bags. However, non-biodegradable waste is still pervasive in the city and the countryside alike. Restaurants, supermarkets, and convenience shops just turn a blind eye to this plastic-bag ban, making these non-biodegradable pollutants a big problem for the environment treatment.
Last but not least, there are no penalties for individuals, companies or even countries who fail to implement these environmental regulations, agreements or laws. Take many communities in my city as an example, the government has enacted laws of garbage classification, but still many people throw garbage into wrong dustbin either intentionally or unintentionally. The absence of a penalty for this behavior has created a huge burden for environmental protection workers.
In conclusion, paying attention to environmental problems is far from enough. Domestic and international cooperation, the implementation of environment agreements, and penalties for violators are of great significance to the improvement of our environment. However, it is because these methods are ignored that the environment situation remains in such a state.
