  Q9:

  Press Secretary: Our critics claim that the President’s recent highway project cancellations demonstrate a vindictive desire to punish legislative districts controlled by opposition parties. They offer as evidence the fact that 90 percent of the projects canceled were in such districts. But all of the canceled projects had been identified as wasteful in a report written by respected nonpartisan auditors. So the President’s choice was clearly motivated by sound budgetary policy, not partisan politics.

  发言人:有评批说总统最近取消了一些修建高速公路的计划是出于对反对党的报复,其证据是这些被取消的高速公路计划90%都是在反对党控制的地区。事实上,这些取消的计划 是基于审计报告,这些报告显示这些计划是浪费的,而这些报告的制作者是一些受到尊敬的无党派审计员。所以总统的这个决定非常清楚的是基于预算政策而非缘党派之争的举措。

  Canceling highway projects was not the only way for the President to punish legislative districts controlled by opposition parties.也可能不是唯一的,但也可能是其中之一。需要的答案是说这不是报复措施,此选项没起来这个作用。

  The scheduled highway projects identified as wasteful in the report were not mostly projects in districts controlled by the President’s party. 被认为是浪费而没有被取消的高速公路项目大多都不在执政党控制的地区。如果说因为被取消的项目可以作为执政党在报复反对党的话,那同样的应该取消而没有被取消的项目不在执政党地区就可以反证执政党没有报复反对党。(对不起,这个好象很绕)

  The number of projects canceled was a significant proportion of all the highway projects that were to be undertaken by the government in the near future. 没有起到证明不是报复的目的,所以不是正确答案。

  The highway projects canceled in districts controlled by the President’s party were not generally more expensive than the projects canceled in districts controlled by opposition parties如果取消的经审计是浪费的,那么没取消的只要不是比取消的便宜,就不能证明也不是浪费的。

  Reports by nonpartisan auditors are not generally regarded by the opposition parties as a source of objective assessments of government projects.就是说反对党不相信无党派审计人员所做的报告是中立(客观)的。相当于说发言人拿出的证据其他人不认可,明显是个削弱选项,而非加强。

  Q11:

  Some species of Arctic birds are threatened by recent sharp increases in the population of snow geese, which breed in the Arctic and are displacing birds of less vigorous species. Although snow geese are a popular quarry for hunters in the southern regions where they winter, the hunting season ends if and when hunting has reduced the population by five percent, according to official estimates. Clearly, dropping this restriction would allow the other species to recover.

  As their population has increased, snow geese have recolonized wintering grounds that they had not used for several seasons. 没有信息说雪鹅可以去的地方猎人不能去,既然猎人可以去就涉及到可以打多少的问题,以及打了后有什么结果。明显这个选项没有回答这个关键问题,无关。

  In the snow goose’s winter habitats, the goose faces no significant natural predation.可以推出来的信息是如果猎人不收拾它,就没有什么可以收拾它了。于是又回到老问题,如果让5%这个限制往上升是不是就可以达到保护其它鸟的目的?无关

  Q23:

  Because visual inspection cannot reliably distinguish certain skin discolorations from skin cancers, dermatologists at clinics have needed to perform tests of skin tissue taken from patients.   The decline in the number of crabs on Delaware’s beaches is due to the harvesting of crabs by humans. 是什么造成螃蟹数量下降的不在读者讨论范围,需要削弱的是鸟不可能吃到足够的螃蟹蛋,或者吃到了也会影响鸟的数量。

  There are more crabs on Delaware’s beaches than in any other area that the migrating birds pass through. 这是在加强,可以用来支持结论,但是我们需要的是削弱。

  The crabs do not conceal their eggs.螃蟹不藏蛋,只能说明有可能下一个就被鸟吃一个,但是蛋的总的数量是否满足鸟的需要并没有说明。这样就有两个可能。既然有两个可能就只能当无关选项处理。

  The earlier in the season the shorebirds complete their migration, the more likely they are to breed successfully. 就是说因为要吃足够的蛋,所以要在D地呆久一点------蛋吃够了,但是到达北方的时间也晚了,这样鸟下的就少了-----鸟的数量就会受影响。
